Cuba’s port system can play a strategic role in the country’s economic reconstruction and Cuba’s future integration into regional trade networks. But modernizing the ports requires much more than new infrastructure.
The Observatory of Labor and Trade Union Rights (ODLS), in collaboration with the Independent Trade Union Association of Cuba (ASIC), presents this technical assessment as a baseline for analyzing the sector’s challenges and opportunities and exploring a transformation that integrates infrastructure, logistics, investment, governance, environmental sustainability, and labor rights.
The report proposes a long-term vision in which technological modernization advances alongside decent work, vocational training, freedom of association, and collective bargaining.
