Cuba’s tourism industry is facing a crisis that extends far beyond the decline in visitor numbers. Deteriorating infrastructure and services, weak productive linkages, limited transparency, labor and trade union restrictions, and the exit of international hotel operators reveal structural problems that require a profound transformation of the sector.
The Observatory of Labor and Trade Union Rights (ODLS), in cooperation with the Independent Trade Union Association of Cuba (ASIC), presents the Comprehensive Diagnosis of Cuba’s Tourism System, a study that examines the sector’s current situation and proposes a technical foundation for its modernization in a democratic transition scenario. The report integrates competitiveness, investment, governance, environmental sustainability, territorial development, and labor rights, while setting out a roadmap for building a more productive, transparent, sustainable tourism system that respects workers and communities.
